That was nice & simple. I tried doing this before and i fiddled around with it forever, you made it all seem simple. I can see you might easily progress to make a game on this. Thanks man :)

Select the other layer that you wanna be on top (select everything) then go to modify, click arange, and click bring to front so that it will go in front of the backround

Move the layer to the bottom (or top, forgot).Simple

Just drag the background layer underneath your others.
