Acasbolt, you cannot fill lines, or those bendly line for a circle. you know? you can fill shapes though.

if i understand you: time: 3:40 ? To add frames, go to frame 20 (i would think 60 actualy) and click and drag from the top layer on frame 20 down to the botttom layer(frame 20) then right click on the selected frames(there blue/black) and select: create new frames (something similar)
